False Death Certificate and Public Official Liability Violation

Thereafter, Mr. Neng and Mr. Hom presented the death notification certificate to the Subdistrict Registrar to register the death in the government records and issue a death certificate. Mr. Neng then submitted this to the court, claiming Mr. Nong, the defendant in the aforementioned case, as a party and requesting the court to return the land collateral to him.
It is to be determined whether Mr. Neng and Mr. Hom are liable under the Penal Code, Section or equivalent.
